With the upcoming WoW expansion Shadowlands, our characters will undergo a level squish. Instead of leveling beyond level 120, the maximum level in Shadowlands will be level 60 again. Blizzard is apparently already preparing for this change. If you look at yourself or any other character in the arsenal and look under the "Dungeons & Raids" tab, you will notice that the level of some raids have already been adjusted.
For example, Legion's raids are level 35. If you scroll down further and look at the other raids, you will notice further changes. Classic raids, for example, are scaled to level 50. Whether this will really remain the case until the release of Shadowlands is doubtful. Only the raids, which can now also be entered in time-travel mode, have seen further changes.
Firelands from Cataclysm is designed for level 25, Ulduar and the Black Temple are supposed to be masterable at level 20. What impact this will have on the difficulty level with the current maximum level and the Legacy loot, Blizzard will probably tell us in the future.
