There are some mechanics in WoW: Battle for Azeroth that make life with twinks easier. For example, besides the catch-up mechanic for the Heart of Azeroth, flying is account-wide, and the requirements for some essences have also been significantly reduced over time. Nevertheless, those very essences have prevented many players from spending a lot of time with their twinks in the past. Because these have a massive influence on the performance of the different game modes and usually had to be unlocked through a lot of grinding. And grinding with twinks is probably one of the most unpopular activities there is in WoW.
With the upcoming ID reset (March 18), however, this will probably come to an end. Blizzard will then release a new system that makes the essences accessible account-wide. However, not directly, but only via detours. You will not simply have the essences available on all twinks, but you will have to buy them from MOTHER. Every essence that you have unlocked with any character at rank 3 will be available for sale in the heart chamber of MOTHER and can be purchased by your twinks. However, MOTHER does not ask for gold in return, but for Echos of Ny'alotha - a new, soul-bound currency. You have to earn this currency on the twink in question. According to Bluepost, you'll get it through various activities - such as Visions, Mythic-Plus dungeons, or raids. Actually, from pretty much any content in Patch 8.3 - including the attacks. How many you'll get and how many you'll need to acquire an essence, however, hasn't been determined yet.
So you still have to play your twinks to get the essences. However, in the future you will no longer be limited to certain content to get the essence of your choice.
